Strategic Planning: Looking ahead 02/05/2010

The port is at an historic juncture in 2010. This years marks 75 years since the port has been in existence in our community. As we pause to look back as well as look forward at the purpose and benefit of the port district, we invite the community to participate. We invite local historians, long term residents and others with memories of port district happenings to share their memories and insights. Over the course of this year we will use this blog as an important tool to gather information about the past, as well as to solicit comments from citizens who want to contribute to the dialogue and provide input for our commissioners. To this end, it’s also timely that the port began the Comprehensive Plan update process in 2009 and will continue the strategic planning process throughout this year. We invite everyone to join us at the next Strategic Planning meeting on March 9, 2010 at the Court House building across SR-14 from 6-9 p.m.

January 4, 2010 brought Clark County Auditor Greg Kimsey to the Port of Camas-Washougal to officially administer the oath of office to Bill Macrae-Smith and Mark Lampton. These two newly-elected commissioners stood, raised their right arms and repeated the oath of office as follows:

“I, (Bill Macrae-Smith and Mark Lampton), do solemnly swear that I am a citizen of the United States and of the State of Washington; that I will support the Constitution and Laws of the United States and the Constitution and Laws of the State of Washington, and will to the best of my judgment, skill and ability, truly, faithfully, diligently and impartially perform the duties of the office of Commissioner (District 3/District 1) Camas-Washougal Port District in and for Clark County, Washington as such duties are prescribed by law, so help me God.”

Their signatures, along with a notary seal, appear on scanned copies of the original documents found below. A photo of the actual event is also below.

Before port supporters jump for joy or port naysayers weigh in on the quantity of surveys or question the methodology of the process, let’s discuss what the survey is and what it isn’t. First, a little background. As some port district members are aware, the port comprehensive plan is a strategic roadmap that the port staff and commission periodically update in order to fulfill the mission of the port and adjust direction and focus as the community, economy and demographics shift over time. It is an ongoing process with continual updates as needed. Think of it like a ship adjusting its rudder to steer its course safely and efficiently through the channel of a river. That said, the recent survey results, announced yesterday, are an important part of this information gathering process. However, the survey itself is just one of the tools and outreach efforts the port uses to gather citizen input. To be sure, citizen input is always welcome and necessary as part of the public process. That’s one reason for creating this blog! However, gathering citizen input, on any subject is an ongoing process. Often citizens will communicate via e-mail, letters, verbal conversations, meetings, interviews, focus groups, public forums, community group presentations, bi-weekly commission meetings, phone calls, open houses, particularly when there is an issue or a concern. Rest assured that there will be more surveys and research efforts designed to encourage and solicit citizen input, since it is a never ending process. It requires a constant effort to reach out to local citizens–as most politicians know. Consider the recent election results: of the 23,000 registered voters in the port district, only 43 percent of voters participated, approximately 8,500 people voted in the port district races. The voter turnout percentages closely match the rest of Clark County and the State of Washington.  While we may not be able to solve the problem of voter apathy or the general decline of citizens engaged in the public process, we are using new tools and techniques to encourage and strengthen the public process, through surveys, open houses and public meetings. And we will continue to do so. Your feedback, as always, is welcomed and encouraged! The leaves are falling and the holidays are quickly approaching us, the port of camas/washougal is kicking off the Fall Food Drive this week. This food drive will support the Inter-faith Treasure House. I am asking that employees and the local community get involved to support Camas/Washougal families! Food Collection barrels are located in the ports main lobby at 24 South A Street, Washougal WA.
Below is a list of much needed items provided by the Treasure House:

What does a quick-moving wildfire north of Washougal have to do with Grove Field airport? 10/14/2009

Plenty–if you ask the Department of Natural Resources (DNR).

Beginning on Sunday night, October 11, fire crews were reported to be engaged in a losing battle with a quick-moving 33-acre brush fire on state land in the Yacolt Burn State Forest, north of Jackson Pass and northeast of Jones Creek Campground. Since this state land borders Clark and Skamania Counties, on Tuesday, October 13, the DNR set up an emergency command center at Grove Field Aiport in Camas. According to Gary Pachl, port maintenance supervisor, the DNR put in place a mobile command trailer, brought in a fuel truck and helicopters began ferrying water to dump on the fire. In addition, fire crews were fed and supplies distributed from this command center.

NCS Power Bringing 290 Jobs to the Industrial Park 10/09/2009

The big news this week is the announcement that NCS Power, Inc., will be coming to the port as early as January 1, 2010. The company received a $2 million loan, in federal stimulus money that was awarded through a $20 million loans and grants program announced by Washington Governor Christine Gregoire. The company manufactures LED (light emitting diode) components and expects to employ as many as 290 full time employees, plus 90 temporary employees. The benefit to the port is that the company will be located in the existing industrial park, bringing needed jobs and an economic boost to the local economy. The company has been in negotiations with the port and the City of Washougal for some time and now it is official! Welcome NCS!

Aviation Day Camp at Grove Field 09/25/2009

Just one of the benefits of having a small airfield in our community is the opportunity for children to participate and learn about the wonder and excitement of aviation. Each year a number of youth not only have a chance to attend a week-long day camp, but they are eligible to receive scholarships to fund their future careers in aviation. These children will be our future airplane pilots! Summer 2009 was no exception and attached are just a few photos showing the education, airplane rides–and fun–enjoyed by participants and volunteers.

Chinook Celebration and Memorial Dedication 09/25/2009

September 12 marked an historic event for the Port. Five Indian tribes and nearly 100 guests were present at a ceremony honoring the native tribes in the Northwest at the Parkersville National Historic site in Washougal. The dedication ceremony for the Chinook Plaza was marked by tribal drummers, a recitation of the native Chinook Wawa language (read from cell phones notes – in an ironic twist!) local dignitaries a speech by a local historian and concluded with a food blessing on the refreshments. The plaza entrance on the north side of the site is marked by dedicatory statues and sculptures and is worth viewing. For your benefit, we’ve included a brief 30-second video clip of one of the drumming ceremonies.

Safety Afloat – Eagle Scout Project at the Port 09/25/2009

Since safety is the primary concern of safe marina operations, the Port of Camas-Washougal maintains a supply of lifejackets for free use by child boaters. In a covered storage container adjacent to the boat ramps, there is now a much improved and much more visible self-service container thanks to Wyatt Hancock, a local Boy Scout who completed the renovation as part of his Eagle project. Thanks to Wyatt and a group of volunteers, the container has been upgraded with new wood, a fresh new coat of paint and better signage to let people know there are lifejackets available when needed. Commissioner Candidate Forum- Sept. 23 09/11/2009

The Camas Washougal Aviation Association is hosting a candidate forum Wednesday, September 23 at 7 p.m. at the Camas-Washougal Municipal Court building located at 89 “C” Street, next to the Treasure House. There are two candidates each for District 1 and District 3 and each has been invited to participate. The format is designed to provide opening and closing statements by each of the candidates as well as questions asked by CWAA moderator Liz Pike and Brent Erickson, the executive director of the Camas-Washougal Chamber of Commerce. It should be a very enlightening public forum.
